Mr. Lucian Black is a smart man. He has connections in Arkham Asylum, and therefore is educated on the publically know, and unknown alias' of the villians that haunt Gotham. This puts him in a good place of power over many of those in the city, using his knowlage to black mail many into his service. He holds very few of the villians, or heros, in any regards higher than dirt.
He also holds some knowlage as to who the superheros of Gotham really are, altho Batman still eludes him.
